Downtown Naperville parking: the free decks, the limits, and the one lot that is not free

Downtown Naperville parking is free in every municipal deck and lot — the part visitors get wrong is the clock. Most spaces are limited to 3 hours, street spaces to 2 hours, and municipal lots close to parking from 2 to 5 a.m. Here is the exact GPS address for each of the City’s four decks, which deck fits which errand, where the free EV chargers are, and how Metra station parking ($3 a day) is different. The 4 downtown Naperville parking facilities — use these addresses in your GPS

Van Buren Parking Facility — north downtown

The deck for the north end of downtown: Washington Street shops and dining, and a short walk to Nichols Library. It is also the only downtown deck with EV charging — two Level 2 ports on the lower level, free, limited to 3 hours (see below). Levels 3 and 4 are where CBD permit holders can park without time restrictions.

43 W. Van Buren Avenue, Naperville, IL · Use this exact address for navigation, per the City of Naperville

Central Parking Facility — Chicago Avenue / east downtown

The deck for Chicago Avenue and the east end of the shopping district, and a convenient starting point for the east end of the Riverwalk. Level 3 is a designated unrestricted level for CBD permit holders; Level 2 is unrestricted for permit holders only from January 1 through April 15 each year, per the municipal code.

75 E. Chicago Avenue, Naperville, IL · Use this exact address for navigation, per the City of Naperville

Water Street Parking Facility — Water Street District & Riverwalk

The deck for the Water Street District, the Main Street bridge, and the central Riverwalk. Naper Settlement lists this facility at 120 Water Street and notes Levels 3 to 6 are free to park after 5 a.m. Some spaces in this facility are reserved hotel spaces — obey the signs on the level where you park.

Municipal Center Parking Facility — City Hall, south Riverwalk & Naper Settlement

The deck at City Hall, best for the south Riverwalk, Moser Tower / Centennial Beach area, and Naper Settlement across the street. One caution: this is the working City Hall deck on weekdays. Naper Settlement directs visitors to free parking on the upper level of the Municipal Center lot after 5 p.m. and on weekends, plus its own free lot at the southwest corner of Porter Avenue and Webster Street — follow the posted visitor signs during business hours.

Downtown Naperville parking rules: free, but timed

  • Price: parking is free in all downtown Naperville municipal lots and decks. There is no hourly meter to feed in a deck — the limit that matters is time, not money.
  • General limit: under Naperville Municipal Code Title 11, Chapter 2, you may not park in a municipal parking lot for more than 3 hours except where the code and posted signs allow longer or unrestricted parking by level. On-street parking downtown is generally limited to 2 hours. Read the sign for the exact space and level — limits vary.
  • Overnight: no parking is allowed in municipal parking lots from 2 a.m. to 5 a.m. Do not leave a car in a downtown deck overnight expecting a free stay.
  • Accessible parking: all handicapped / ADA stalls have no time restrictions associated with them, per the municipal code. The City also publishes a separate Downtown Naperville Accessible Parking Map and a Bicycle Parking Map on its downtown parking page.
  • Vehicle size: vehicles over 7 feet wide or 20 feet long, including anything attached, are not permitted in municipal parking lots under the code (parking-holiday exceptions aside) — relevant for oversized trucks and trailers on event weekends.
  • Holiday-season tip: in November and December, go straight to a deck instead of circling for a street space. Van Buren (north) and Central (east) put you at opposite ends of the shopping district, so pick the deck nearest your first stop and walk the rest. For what is on, see our Christmas in Naperville guide and the Naperville events page.

Rules, signed limits and construction closures change — confirm with the City of Naperville before a special trip. The City’s downtown parking page is the authoritative source and links the current parking, accessible-parking and bicycle-parking maps.

Free EV charging downtown, and the free CBD permit for people who work or live there

  • Free EV charging: an electric vehicle charging station with two ports is available on the lower level of the Van Buren Parking Facility (43 W. Van Buren Avenue). The City describes it as a Level 2 station delivering 19.2 kilowatts per port. Charging sessions are free and limited to three hours.
  • CBD parking permits are free: through the Central Business District (CBD) parking permit program, the City provides downtown employees and downtown residents special parking locations that are not restricted by time limits. There is no cost to obtain a CBD permit.
  • Permits run on the calendar year: CBD permits are effective January 1 through December 31 and must be obtained each year. Permits are typically available in mid-December for the following calendar year — so if you work downtown, December is the month to renew for 2027.
  • Where permit holders can park without time restrictions (per the municipal code): Levels 3 and 4 of the Van Buren facility; Level 3 of the Central facility, plus Level 2 of Central from January 1 through April 15; Court Place and Central Park Road; and the upper level, eastern half of the Municipal Center.

Visiting with a library stop? Nichols Library parking has its own signed mix of 30-minute, 1-hour and 3-hour spaces — see our Naperville Public Library guide for branch details.

Not the same thing: Metra station parking costs $3 a day

The most common parking confusion in Naperville is assuming the train-station lots work like the downtown decks. They do not. Downtown decks are free and timed in hours; station lots are paid by the day and enforced on weekdays.

  • Where: daily-fee parking is available at both the Naperville Station (downtown, on the BNSF line) and the Route 59 Station.
  • Price: all spaces cost $3 per day. Weekly parking costs $14.25 (a 5% discount) and monthly parking costs $54 (a 10% discount). Commuters pay using their license plate number.
  • When payment is required: 6 a.m. to 6 p.m., Monday to Friday. No payment is required for ADA spaces. Parking is free after 6 p.m., and on weekends and major holidays.
  • How to pay: PayByPhone — Zone 3442 for Naperville Station, Zone 3441 for Route 59 Station — or the daily-fee machines (Smart Card, Visa and MasterCard, or cash with exact change). The City warns that no refunds are issued for license plates entered incorrectly; if you mistype your plate, repurchase with the correct plate.
  • DuPage Children’s Museum spaces: daily-fee spaces at the museum are available before 9 a.m. Monday to Friday at $3 per day, and only in the marked commuter spaces — cars in unmarked museum spaces may be ticketed or towed.
  • Overnight at the stations: overnight parking is not permitted in daily-fee lots from 2 to 5 a.m. Monday through Friday. The station lots north of the tracks may be used for overnight parking from 2 to 5 a.m. on Saturdays, Sundays and city-designated holidays (the City lists New Year’s Day, Memorial Day, July 4, Labor Day, Thanksgiving, the day after Thanksgiving, and Christmas Day), and vehicles must be removed or paid for by 6 a.m. on weekdays. Semi-trucks and trailers are prohibited overnight.

Station rates and zones change — confirm on the City’s Daily Fee Parking page before you commute.
